Looks like the asic_down is missing in the rtl8169_down function....
... I see there is some loop checking the state and also some
rtl8169_rx_clear that could depend on the command register,
but I will have to read the docs to get familiar with that ...
At the moment I have no problems with tuning the initscripts
to let the interface up ... the most problematic section is the
rtl_shutdown function that can't be solved with configuration
changes ....
