It might be worth noting that I only have this problem at boot, and only with USB hubs.
Other devices connected directly to PC work fine.

If I plug/unplug the hub, all attached devices are seen correctly, and work fine.

Also hardware submission id for this machine is (without working USB devices): 81f3577cb048901b6de9030bd0cd86d5
