I have a very similar problem with my thinkpad R40e. Kernel 2.6.20-15-generic and 2.6.20-15-386 are both running very slow. On booting the system seems to hang on ACPI and hald. However the whole system is running very slow, even to the point where typing is difficult.

I get a similar result if I try and access the acpi info:

$ time cat /proc/acpi/battery/BAT0/state

present: yes
capacity state: ok
charging state: charged
present rate: 0 mW
remaining capacity: 32980 mWh
present voltage: 12632 mV

real 0m8.008s
user 0m0.008s
sys 0m0.000s

I can provide any logs etc that may help diagnose this.
