I also experience this condition. I am fortunate enough to run 2 machines, bot running Ubuntu Feisty 7.04. One of them uses the Ath' driver, the other runs this ipw3945 one. The Ath' driver gets great performance ... showing

Link Quality=26/70 Signal level=-69 dBm Noise level=-95 dBm

The ipw3945 driver shows Signal and Noise both at -61dBm. It's slow. Unbearably slow.

The two machines sit side by side on the same desk. So please don't try convincing me there's an issue with my network. Please fix your bugs guys...

The same ipw3945 machine whrn running WindowsXP has no issues. So it's not my hardware either.
