cpufreq governor changed after suspend

Bug Description

I have a dual-core Centrino laptop. Kubuntu sets the cpufreq governor for both cores to ondemand by default, which is what i want. However after a suspend (or hibernate) and resume, the governor for the second core gets changed to performance. The first core continues using ondemand as it should.

cat /sys/devices/system/cpu/cpu*/cpufreq/scaling_governor
ondemand
performance

adding 90-ondemand.sh (file attached) to /etc/acpi/resume.d/ will fixes this up.
Thats a dirty hack but it makes it works

Given that userspace doesn't touch this, the kernel is clearly doing something wrong.

lately the behaviour has changed.
When I turn on my laptop yesterday, on battery CPUs run on powersave, on AC, it runs on performance.

I don't like having my laptop run on performance even though it is plugged. This behaviour can be changed through gnome-power-preferences

(haven't found a way to configure this by end)
what I've found out it that a non privilege user can also change the cpu frequency mode

The 18 month support period for Edgy Eft 6.10 has reached its end of life. As a result, we are closing the linux-source-2.6.17 Edgy Eft kernel task. However, development has already began for the upcoming Intrepid Ibex 8.10 release. It would be helpful if you could test the upcoming release and verify if this is still an issue - http://www.ubuntu.com/testing .
