I have apparently hidden this bug (temporarily) using the workaround suggested in http://forum.ubuntu-fr.org/viewtopic.php?id=42873 and mentioned by piero: Added "acpi=force" to the first kernel line in boot/grub/menu.lst so that it reads:
kernel /boot/vmlinuz-2.6.15-27-686 root=/dev/hda1 ro quiet splash acpi=force
After rebooting, my Toshiba Tecra 8100 (PIII, 600MHz, 320MB RAM) powers off correctly.
