I have the same problem on Desktop Computer rather than a laptop.
My PC cycles through the regular shutdown procedure then shows "Will No Halt". Next, I hear a click inside the box; however, there are still power to the Fans, CDROMS.
I have tried small Linux Distro called (Damn Small Linux) just to confirm that the problem is not from my box. With this distro my PC shuts down OK.
I am running a Pentium 4 on a Gigabyte 915G motherboard (GA 81915G Duo). Intel 915G Express Chipset.
