I can confirm this bug with the released Dapper, on a Dell 6400m laptop, kernel 2.6.15-23-686.
Random pressing of the power button and the occasional alt-ctl-del will boot it up. But while in the dumb flashing-dash state, even booting from CD doesn't work. Meanwhile bringing up the BIOS screen can be done reliably.
