I have written this for Dapper and Edgy already, but the problem persists in Feisty too:
My case (Toshiba A105-S2716):
1. acpi=force does not do anything
2. When I first remove (rmmod) the module snd-hda-intel and then try to shutdown everything goes the way it should be.
Conclusion: At least in my case, the culprit is the running * snd-hda-intel * module.
It could be worth looking into.
I wonder if my case is a kernel bug or a bug of this module. Perhaps a new bug report has to be created as they are not identical.
