Will on -server kernel it's not that simple, since it's not possible kill the localedef and gzip process. And a "ps" when localedef is stuck also hangs ps and since many of the following updates uses ps, they will also get stuck.
The only way around the problem I can think of is to remove
/var/lib/locales/supported.d/local BEFORE doing the upgrade. This might solve the issue on -server at least.
