Exact same problem. Locales fails to generate after upgrade from Feisty->Gutsy->Hardy.

localedef takes 100%cpu, localedefs also seams to spawn a gzip process which is defunct. Not possible to kill either localdef or gzip. Rebooting to the same old kernel doesn't fix the problem. Haven't tried the hardy kernel yet since it was corrupted when I was forced to reboot machine with button.
