It affects me too. Dell XPS 9360, tv is a samsung UE32F57000AW
Cable is usb-c to HDMI AUKEY brand (with a sony bravia TV it works).
Active kernel 4.11.0-14-generic, ubuntu version is 16.04.3 LTS.
