Have you tried just pressing the Super ('Windows') key to get into the Activities overview? I've had this bug ever since I started using Gnome: in Ubuntu 20.04, in PopOS, in Manjaro, in Fedora. The Super key trick works every time. It'd still be nice to fix the underlying issue, though.
