That failed when I rebooted:

Error:/boot/vmlunz-5.13.7-051307-generic has invalid signature
Error: you need to load the kernel first
Press any key to continue
Pressing a key takes me back to the Grub screen and I can select 5.11.0-25 to reboot the system

I don't think I did anything wrong, but I received the following errors when I installed them:

dpkg: dependency problems prevent configuration of linux-headers-5.13.7-051307-generic:
 linux-headers-5.13.7-051307-generic depends on libc6 (>= 2.33); however:
  Version of libc6:amd64 on system is 2.31-0ubuntu9.2.

dpkg: error processing package linux-headers-5.13.7-051307-generic (--install):
 dependency problems - leaving unconfigured
