I think I fixed this myself!

I downloaded the latest drivers from amd

https://www.amd.com/en/support/kb/release-notes/rn-amdgpu-unified-navi-linux

extracted them all

ran

 sudo ./amdgpu-pro-install

and it seemed to work!
