SRU Justification:
To support reclassifying a packet more than 4 times need to increase the reclassification setting.
* Explain the bug(s)
The default reclassification is 4. This means you can match skb in up to 4 chains before it will fail.
This was done to easily avoid possible endless loop.
But some customers configurations could take more. So increase it.

Increase the reclassification limit.
* How to test
Create more than 4 rules with gotos and send packet to match and pass all the rules.
i.e. match -> goto -> match -> goto -> … more than 4 times before final action like mirred, drop/
* What it could break.
Offload will not be supported for customers that has rules with more than 4 classifications.
