SRU Justification

[Impact]
This request for all the ARM images Kernel have config updated . There is performance issues due to these config setting and after troubleshooting MSFT team found below two settings to update .
Recommended
CONFIG_TRANSPARENT_HUGEPAGE_ALWAYS=n
CONFIG_TRANSPARENT_HUGEPAGE_MADVISE=y

Performance could decrease for some workloads.
