It appears the bug does not exist in 17.10. So this is either Fix Released post-16.04, or some problem specific to your custom theme. Please help us to figure out which by:

1. Testing Ubuntu 17.10 or 17.04; and
2. Testing the standard Ambiance/Radiance themes.
