Adding this line to either /etc/X11/xorg.conf.d/20-keyboard.conf or /etc/X11/xorg.conf.d/10-evdev.conf is a possible workoround:
Section "InputClass"
 Identifier "keyboard"
 ...
 Option "XkbLayout" "de"
