I think that I hit this bug too.
Details:
When login screen appears it has a white background, instead of the specific one i set. I tried every suggestion found on the net with no success. Until (You have to try everything) I selected the "high contrast" checkbox in the accessibility menu: magically the background shows! Obviously unchecking the box turns the background white again.
My idea is that the checkbox value is inverted: the default (unchecked) setting shows high contrast instead of normal behaviour.
I hope to have explained this clearly... And to have suggested a path to solution.
