1. Availability - already packaged & builds in Ubuntu universe & will be in Debian http://bugs.debian.org/659700

2. Rationale - libwacom is a library for identifying Wacom tablets and which features are available in the specific model recognized. It is required for the Wacom panel in System Settings and could be used by KDE's systemsettings panel in the future.
