Ok, I reproduced the problem with the following steps:

- install trusty
- install libvirt-bin
- remove (not purge!) libvirt-bin, so that the two libvirt apparmor profiles remain in /etc/apparmor.d/
- upgrade to xenial
- install libvirt-bin. It fails (see attached apt-install-libvirt-bin.txt)
