Hi NeuroMancer,
what you now have hit is a case I sometimes have seen.
It is described in bug 1686324 and to fix it "right" is part of the same virt-aa-helper effort.
To keep things separate - this issue here about the /run/udev rules - the other one about /dev/bus/usb/... I will post the rest of the comment there.
