Tested on x86 Xenial VM, and libvirt-bin=1.3.1 did install without a problem.

So install of libvirt-bin only fails on ppc64el build of Xenial. I do not see a way to tag this bug as ppc64el.

Serge - I see the same output as you showed for systemctl commands when I run on x86.
