I encountered the same problem with a built-in camera on my laptop running 17.04. I needed to add both of the following lines to /etc/apparmor.d/abstractions/libvirt-qemu

/dev/bus/usb/001/003 rw,
/run/udev/data/** r,

In my case, the camera is USB device 1-3.
