Availability: The package is in universe, and building without issues

Rationale: - libutempter is a dependency for xterm (main). To sync the new version of xterm, we need libutempter to get into main also.
- its also a optional dependency for kde4libs

Security: The package has only 1 CVE from 2004. (http://cve.mitre.org/cgi-bin/cvename.cgi?name=CVE-2004-0233)

Quality assurance:

 Only 1 bug in debian at this moment, and its a minor bug.
 Also the package doesn't ask any questions when installing (its a lib).

      The status of important bugs in Debian's, Ubuntu's, and upstream's bug tracking systems must be evaluated. Links to these bug trackers need to be provided in the MIR report. Important bugs must be pointed out and discussed in the MIR report.

UI standards: Its a lib ...

Dependencies:
    * It build-depends on debhelper. And depends on adduser and libc6

Standards compliance: The package is correctly packaged (dpkg-source 3.0 (quilt) format.).

Maintenance: The package must have an acceptable level of maintenance corresponding to its complexity:
    * We should just be able to keep it in sync with Debian, no ubuntu changes needed (at this moment).

Background information:
libutempter provides a library interface for terminal emulators such as screen and xterm to record user sessions to utmp and wtmp files.
