I don't think this is a suitable candidate for an SRU.
 * SRU's are a hassle :)
 * there's a simple workaround (just install libuser-dev)
 * there seem to be *no* reverse dependencies :)

I'll just run a quick test of the gutsy debdiff and upload it in a second if it's good. :)
