Reverting back to libunwind 1.1-4.1 resolves this problem for me - the changelog entry is:

libunwind (1.1-4.1ubuntu1) yakkety; urgency=medium

  * Configure with --enable-debug-frame. LP: #1590236.

ceph was functional on yakkety not that long ago (this landed into updates on the 28th).
