On this rebuild not only did it pick up the new libseccomp for build libseccomp2 amd64 2.4.1-0ubuntu0.19.04.3 but also has the dependency to libseccomp2 (>= 2.4.1) to ensure it has to be upgraded.

In a container I tried to fail-install (keep old libseccomp) but the dependency makes sure this won't happen
