What sample rate are you using in Wesnoth?
Wesnoth allows to set the sample rate in:
Preferences -> Sound -> Advanced Options -> Sample Rate

Sample rate 44100 is without any cracking for me (updated Hardy, ALSA, snd_hda_intel).
Sample rate 22050 has cracking.
