Hmm that refresh rate seems a bit low to me but I doubt that's the issue. I wonder if you still see it in the snap.. so you could try uninstalling the deb and installing the snap and see if that works better for you:

$ sudo apt-get remove --purge libreoffice
$ sudo snap install libreoffice
