Comment 4 for bug 1069345

Looks like that the menu is not displayed at all with a "naked" panel. As i get back this menu after having recustomized the panel: adding ( right-click -> add to panel) "complete notification applet" & "notification area applet".

So its an incomplete design; every app should deal by default with such config.
