- set measurement unit to millimeter
- open style editor in LibreOffice Writer
- adjust paragraph spacing
- paragraph spacing is not limited

4. What happened instead:
- paragraph spacing is limited to 99.99 mm

WORKAROUND:
- if measurement unit is set to centimeter or other unit larger than millimeter the paragraph spacing can be larger.
