Q:You are saying that firefox and libreoffice don't respect the text size setting, that seems a bug in those softwares, in works on precise though
A: You can give the cause for the behaviour to the programs, but this is in every case correct.
The problem of the user keeps that he/she wants (and needs) one central point(unversal access) where could be made the change to the most important programs of the desktop as far as accessibility is affected.
