I can confirm that librdf-query-perl from jammy-proposed has fixed the bug for me.
Test done:
installed librdf-query-perl and execute 'rqsh' to confirm it still fails to run.
Added jammy-proposed to apt sources. install librdf-query-perl from jammy-proposed.
followed the testplan and executed "rqsh" which resulted in the rqsh prompt.
