Thanks for the information.

So that we can confirm if this is a bug in libinput or the kernel, please try this:

1. sudo apt install xserver-xorg-input-synaptics
2. Log out
3. Log in to "Ubuntu on Xorg".
4. Verify the driver has changed by running "synclient" and you should see lots of information.

Does that fix the issue?
