Yes, many packages in Ubuntu use Ubuntu language packs to provide translations.

The translations are stripped out of the package and provided in the language packs instead.

We are not going to make further changes to drop apparently empty packages or remove them from dependencies because it would increase our packaging changes compared to Debian unnecessarily.
