Following aldegaz's instructions above, and changing the 3rd line in /etc/udev/rules.d/45-libgphoto2.rules to:
SUBSYSTEM!="usb_device", GOTO="libgphoto2_rules_end"
Fixed the problem with my Digital Rebel and PowerShot S500. I didn't really mess with my Rebel when working on this problem, but for the PowerShot, I noticed about 5 repeats of the device ID in the rules file for:
04a9:30b4 Canon, Inc. PowerShot S500
So it was always there in multiple!
