IIRC, the swap is set up by boot scripts and cryptsetup/crypttab, which, I think, are standard parts of debian/ubuntu.
The "recipe" came from man pages:
man crypttab
man cryptsetup
In any case, IMHO, it is not acceptable to link to under /usr from /sbin.
