I have tried to recompile libcap2 with compile-time flags for large files and it works for me.
Diff is attached.

# ./setcap 'cap_net_bind_service=+ep' /tmp/prog.x
# ./getcap /tmp/prog.x
/tmp/prog.x = cap_net_bind_service+ep
