Sounds don't play from sound themes installed in ~/.local/share/sounds

Bug Description

Sound themes installed locally can be set as the current sound theme but the sounds don't play. If I set a locally installed sound theme as the current sound theme and run `/usr/bin/canberra-gtk-play --id="desktop-login"`, I get 'Failed to play sound: File or data not found' (the sound theme has a stereo/desktop-login.ogg file).

Okay, I have been unable to reproduce this in general. It isn't this clear cut :)

With the Rajesh theme from bug #746896, canberra-gtk-play finds and plays every sound except for desktop-login (showing the error you mentioned). However, every other one I have tried has played without a problem, including system-ready and desktop-logout.
