Setting libata.force=noncq fixed it for me. Disabling smart as describe in the workaround or forcing pio4 had no effect.

Here's what I did.
sudo gedit /etc/default/grub
Change the line that says: GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" to GRUB_CMDLINE_LINUX_DEFAULT="quiet splash libata.force=noncq"
sudo update-grub
reboot.
