I totally disagree with "something needs to be rebuilt in order to pick up the changes". The Debian maintainer made clear, that the change in SONAME is temporary for Debian testing and would never make it into the next Debian release.

Only because Ubuntu is a random snapshot of Debian testing, it now has to deal on its own, how to resolve the SONAME change.
