Does the icon in from of lcl mean it isn't installed (I don't recognize
these icons)? I agree with you that "it should load what it requires to
make it work", but it does that if your system would install Recommends
by default (which is the default in Debian, so I can expect you do that
if you consider the current behavior a bug). If the default in Mint is
to not install Recommends, please complain with Mint to fix that, all
Debian maintainers expect Recommends to be installed by default.

Please install the lcl package and confirm that your problem goes away.

I started a discussion¹ on the pkg-pascal-devel@l.d.o list to discuss
this issue. We agree that we should improve the situation.
