It looks like some "kai" type (traditional?) Chinese font is picked up instead of the "ゴシック" type (sans) specific? What's the output of the following commands?

$ LC_CTYPE=ja_JP.UTF-8 fc-match sans | head
$ LC_CTYPE=ja_JP.UTF-8 fc-match sans-serif | head
