I think you should talk with Iain Lane about your idea (just subscribed him to this bug report).
Personally I find the idea interesting. language-selector will keep being available also when standard Ubuntu has switched to "Region & Language", since Xubuntu and Lubuntu does not use g-c-c. So if an additional GUI in "Region & Language" for handling language installations would make use of the existing code via dbus, the code for langpack handling would not need to be duplicated.
