Yes, we can do that, but you need first to migrate all translations from 'es_ES' to 'es' so no translations are lost.

After that, send me an email and I will request a removal of es_ES pofiles.

Take into account that there are some situations, that the es_ES should be there to handle things like numeric values or time values that are specific for Spain and are not shared with other Spanish countries. (Those are really bugs in applications, they should be using other locale information to generate them, instead of mark them to be translated).
