start week day wrong in Spanish

Bug Description

Clicking on clock applet show a calendar with week start on Sunday. It should be
monday.

Finnish has Tuesday instead of the correct one, Monday. This was correct in hoary.

for Finnish (fi_FI.UTF-8), this was corrected by the GTK-2.8.6 update. not sure
about Spanish, though.

First week day for spanish is Monday:

LC_TIME
first_weekday 2
first_workday 2

I think this should this be fixed for breezy. It's too confusing to see the
calendar starting on sunday :P

I wonder if it will be a good idea to still add an option for the user to specify a day-of-the-week for which they would like to use as start of the week, overriding the (default) locale settings.
