clock-setup is an installer component not relevant to this bug. You want langpack-locales instead:

$ dpkg -S /usr/share/i18n/locales/es_ES
locales: /usr/share/i18n/locales/es_ES@euro
locales: /usr/share/i18n/locales/es_ES
$ apt-cache show locales | grep ^Source:
Source: langpack-locales
