I'm sorry, my last message was a bit terse. Here's a better explanation.

We cannot use libvde2 to build kvm because libvde2 is in universe, kvm is in main, and packages in main must have all build dependencies also in main.

Now, under some circumstances, you could request a promotion of libvde2 from universe to main, via the process documented in the Ubuntu Wiki called a Main Inclusion Report.

However, vde is known to be a particularly bad hack, using the SLIRP code; code that is known to have serious security issues.
